What does total title count goals mean in this context?

The total number of new titles they aim to put on their financial books as new deals for publishing every year.

So let's say 2020's total title goal for IPG is 200 deals. That means they want to secure 200 new book deals in 2020. When their title goal for 2021 is reduced by half, they want to secure only 100 book deals. This means less new books on shelves and it means they are constricting their loss margins because most books are financial flops. This is a further indicator of two possible things: one, there may be future layoffs for employees if the sales are still poor after this move; and two, it is likely now even harder to get traditionally published.
